The account servicing payment service provider (e.g., a bank) shall provide or make available all information related to the initiation of the payment transaction and all other information to which it has access itself. Note: The payment initiation service provider must also provide certain necessary information, including identifying itself to the account servicing payment service provider and specifying the source of the payment request, the payment amount, and the intended recipient of the funds.

Titles III and IV apply to payment transactions in the currency of a Member State where both the payer's payment service provider and the payee's payment service provider are located within the Union, or where the sole payment service provider involved in the payment transaction is located within the Union. [...] Title IV, with the exception of Articles 81 to 86, applies to payment transactions in a currency other than that of a Member State, where both the payer’s and the payee’s payment service providers are located within the Union, or where the sole payment service provider involved in the payment transaction is located within the Union, as regards the parts of the payment transaction carried out in the Union. [...] Title IV, with the exception of Article 62 paragraphs 2 and 4, Articles 76, 77 and 81, Article 83 paragraph 1, and Articles 89 and 92, applies to payment transactions in all currencies where only one of the payment service providers is located within the Union, as regards those parts of the payment transaction carried out in the Union.
